One common tax structure and social budget. Currently Europe shares a common currency but each nation decides on social spending. This system is designed to eliminate and form of social support (health, education) because the wealthy will move to the nation with the lowest taxes and the less fortunate will move to the nation with the best social services, and so nations with strong social support will be financially crippled. Europe needs one common tax structure and social budget.

Points

A centralised budget would allocate to each nation a fixed amount per person for Health, Education, Social services and "Other". It would be up to each nation to decide how these services are run and supported within those budgets. There should be a progressive taxation system which includes a Universal basic income for every citizen of Europe. It is economic suicide to share a common currency but have independent financial systems.
