The level of the NHS budget spent on primary care is disproportionate to the demands placed on it.

Points

Accounts should be publicly available for all NHS areas. This might ensure that proper public debate was heard and seen to be done. When this was done then public debate could take place every 6 months to ensure ongoing progress with fully accountable management.

We therefore need a frank discussion of the amounts spent on acute and primary care and can we keep on spending money on acute trusts that get into debt.
